The president cleared the matter about the re issuance of the Memorandum Circular No 1 for clarity.
MANILA, Philippines — President Benigno Aquino III said Friday that there was no “lapse” in the withdrawal and reissuance of the administration’s first memorandum circular declaring vacancies in coterminous and contractual posts in the bureaucracy.
Mr. Aquino admitted that Memorandum Circular No. 1 was “fine-tuned” to respond to queries from civil service executive officers (Ceso) who were confused by its wording.
“As they say, the devil is in the details. So it was fine-tuned for the sake of clarity,” he told reporters after presiding over the turnover of command of the Armed Forces in Camp Aguinaldo.
Asked if this constituted a lapse, he said: “I don’t think so.”
We just that this thing will not happen again.
