The congress has made an effort to check and investigate for the abuses in the budget allotment by forming special “sub-committee" of the House committee on appropriations to monitor the disbursement of public funds. This information has been given by House Speaker Prospero Nograles

Nograles said there is apparently a need for such an oversight panel in view of complaints from congressmen who were deprived of projects and Commission on Audit findings on illegal disbursement of public funds.

“Congress should be able to maximize the usefulness of audit reports in identifying financial irregularities and inefficiencies in government," he said.
“We will find the House seniors and the experienced lawyers and the seasoned accountants in the House. It (sub-committee) will continue as oversight of the budget of all agencies," Nograles said in a text message.

Well in the first place, all budget should be checked properly before it leaves in their hands. So does that means they are not checking it before that is why now they need to make a sub committee .. Hmm another expenses coming from Filipino Taxes… Tsssk.. tssk..
