I have seen this in http://www.poea.gov.ph/ site :

Saudi requires licensure exam for foreign nurses

The Saudi Commission for Health Specialties (SCFHS) mandates all foreign nurses to pass the Saudi Licensing Examinations for Health Specialties before working in the Kingdom of Saudi Arabia. In the Philippines, the accredited testing centers are Prometric Testing Center, Ateneo Professional Schools, 130 H. Dela Costa St., Salcedo Village, Makati City. Telephone No.: (632) 892-0383, Website: http://www.prometric.com and Tread, Inc., Suite 308, Centro Maximo D. Jakosalem St., Cebu City. Tel no. 032-2535514. The examination is scheduled Tuesday up to Friday, with a fee of US$90.00.

I believe this is due to the number of applicant that wants to go to saudi.
